ebuild changes:
- drop IUSE=cpuhistory, new upstream default is enabled and just
going with that (no deps, and impact should be minimal)
- drop IUSE=jpeg, upstream removed support
- drop --disable-static QA, not an issue with current portage and
just harmless noise if still using an older one
- replace deprecated atk dep
- adjust for renamed configure options
(may be some oversights given a lot of noise in build system changes).
Upstream disabled catweasel/parsid/ssi2001 by default leaving only
hardsid enabled out of this group. Given rather obscure, left disabled
for now with the exception of parsid enabled with USE=parport. If
someone use/know these and feel may make sense to enable with USE=pci,
parport, or their own USE please file a bug.
wrt bug #834359, unfortunately still broken and upstream instead
added an explicit check:
configure: error: ffmpeg version is not compatible. Use 4.x
So keeping the <ffmpeg-5 dep, albeit it remains not overly important
(could be removed/masked) and is off by default, shouldn't be a worry
if ffmpeg-5 is to be unmasked.
wrt bug #854537, odr issues seem fixed upstream

Building with LTO should be fixed by [1], and the openssl-3
issue by [2]. Both in 0.15.1.

But keep the old too because lacks the meson rules changes from 9999
Aka need:
1.10.3 -> dxgi? ( d3d11 )
9999 -> d3d11? ( dxgi )
2.0 -> d3d11? ( dxgi ) dxgi? ( d3d11 )
But realistically nobody disables any of these either way,
at best it just saves on build time.

To update wrt bug #86401, only slice-deque-0.3.0 issue remains
which is waiting for minimp3's upstream (there is a migration
PR but progress been kind of stalled).
This replaces x11-clipboard by arboard and thus removes the need
for old xcb crate and python-any-r1.
Adjust X deps to be match what winit crate uses more closely.
Arboard and winit have some degree of wayland support but this
didn't work so well with ruffle yet from a quick try.

If compiled with USE=opengl, virtualbox tries to dlopen libvulkan.so.1
and crashes if it cannot be found when starting machines configured with
display VMSVGA.
Even the headless machine crashes. So add libvulkan as RDEPEND.

Kinda popular and no reason to allow something that fails to build
even with USE=custom-cflags (that's more aimed at runtime fragility
than build failures here).
Could imagine -flto being "potentially" whitelisted by strip-flags
as it gain more support too.
In other wine variants, also filtering -fno-plt, but that only
affects USE=-mingw and in wine-proton mingw is forced.
