Sync toplevel files with GCC tree

	POSTSTAGE1_CONFIGURE_FLAGS.

	* configure.ac (ENABLE_BUILD_WITH_CXX): Remove.  Update all users.
	Force C++ when bootstrapping.
	* configure: Regenerate.
