an ELF system - dynamic linking is not available on a.out.
(CFLAGS-gconv_conf.c): Define STATIC_GCONV if omitting gconv_dl
due to above check.
* iconv/gconv_db.c: If STATIC_GCONV defined, don't try to call
routines from gconv_dl.
