sys-devel/autogen: update EAPI 7 -> 8, fix maintainer mode
The hacks in src_prepare weren't sufficient to prevent maintainer mode
and it ended up leading to configure->autoconf->automake->configure.
Just call eautoreconf. Port to EAPI 8 while at it.
